Green, who was murdered in cold blood by former Baltimore Police Michael A. Owen on January 27, 2020, shot six times while Green was handcuffed behind his back sitting in Owen’s police cruiser.
Owen was arrested and charged with second-degree murder, manslaughter, involuntary manslaughter, first-degree assault, and use of a firearm in the commission of a crime of violence.
This was Owen’s third shooting during in his ten years of duty, and his employer, Prince George’s County Police Department hadn’t ever done anything about his erratic and dangerous behavior, or the Police Department’s Extensive History of Brutality, Racism, Poor Training and Supervision
After an extensive investigation by Murphy, Falcon & Murphy, it was revealed that Owen had physically brutalized and violated no less than seven (7) citizens, all of whom are black, prior to murdering William Green.
After settling the Green case, on September 28, 2020, for $20 Million dollars,
his firm filed another lawsuit in December of 2021, a federal civil rights mass action against Prince George’s County on behalf of these (7) victims
